Low-Level format is a method that completely overwrites the area that is being formatted with a value (typically "0"). Because all the previous data trails are removed, even with Data Whitehole it's impossible to restore data.
Each hard drive manufacturer develops and uses different Low-Level Format Utility. For example, Samsung's Clearhdd or Western Digital's dlgdiag are such Utility programs.
